Gives thanks for JL's settling of accounts. Suggests that the Japanese are much more men of business than spirit. Feels that this makes for admirable children but disappointing men. Gives a description of a visit to the mountains in a few days of rare sunshine. Has a met a British Consul from Manila who thought Japan 'an over-rated country' and EEF believes that 'Japan from a bedroom is not a fancy picture'. Bemoans his accomodation and his poor salary. Has managed to 'only score one point so far' which was for the help to the Government with the implementation of the gold standard. Discusses the economic situation and is greatly pleased by the Merchant's Economic Society which he runs. Gives an account of its proceedings, including numerous dinners. Notes that the Fuji battleship has arrived amidst much rejoicing in Japan but Russia continues to 'move on unconcerned'.
