Asks JL to settle various accounts. Encloses two letters, one in Japanese which he says he can now read. Says the weather is poor and he is ill through the cold. Suggests that the best way to come out to Japan is through the Suez Canal in the Spring. Discusses the Japanese Government's change to the gold standard and how the system of government works. Has told the Japanese that the gold standard is the best for them, especially as he hopes for Universal Peace. Admires the Japanese for ordering two new battleships. Has had part of a speech quoted in the Parliament. Notes that Russia is growing stronger and warns that people in Britain do not know how strong a country it is.
