Also discusses their lack of foresight in 'railway matters' on which he is advising them. Has been lecturing on the railway question during the summer, especially changing the gauge of the track, and discusses his ideas. Believes Japan is becoming more anti-foreign than ever and believes that if 'representative government' was allowed the country would be ruined in ten years.
