In reply to FH's letter of 28 Oct. about the draft regulations for the Institute. Cannot comment on FH's letter until he has seen the draft regulations, but can make two comments now: the "10% condition" was, in fact, a requirement for the university to meet one fifth of the running costs of the Institute; hope everyone concerned will be able to find an equitable scheme to enable the Institute to "flourish". Letter copied to Mr. Sartain, Sir John Cockcroft and Lord Todd. Reply to 8/2/32
